County approves 24-hour liquor permit for Possum Pete’s, warns applicant to give two weeks’ notice

The Board of County Commissioners on Thursday approved a 24-hour liquor-license permit for Possum Pete’s to serve alcohol during a special event at the Wind River Recreation Rodeo Fairgrounds in the Town of Pavilion.
The commissioners approved the license after brief discussion about repeated last-minute applications by the same applicant and voted to send a formal letter with the permit asking for at least two weeks’ advance notice for future 24-hour permits.
Commissioner McCarthy said the applicant "has continued to do this in the past several years" and warned that future late requests should not be accepted. "I would recommend that we approve this 24 hour liquor license application with the caveat that we follow-up with a letter stating that this will be the last time we will do this last minute, and he needs to apply... or we will not," McCarthy said during the meeting.
Emma, a county staff member, read a draft letter that the board approved to send with the license and to send a copy to the Pavilion town clerk. The letter, addressed to the applicant as "Mister Emerson," says in part: "To ensure we can continue to provide you with the highest quality of service, we request a minimum of 2 weeks advance notice for all 24 hour liquor license permits." The letter also referenced that the county had accommodated a request on 08/26/2025 with a special meeting on 08/27/2025.
Chairman Larry Allen, Commissioner Clarence Thomas and Commissioner Mitra Verbezius joined McCarthy in voting to approve both the permit and the letter; the motions passed. The board directed staff to send the approved letter with the license and to provide a copy to the Pavilion town clerk.
Commissioners and staff discussed operational limits: the letter frames the two-week notice as necessary so paperwork can be prepared and the item placed on a regular meeting agenda. County staff told the board they would provide the letter with the approved permit as a matter of record.
The meeting also established the daily processing fee for the permit at $25, according to comments during the session. With the motions complete, the board adjourned.
