Commission grants 6‑month extension for Riverton Honeyfly project after applicant cites permit delays

Fremont County commissioners approved a six‑month extension for a Move grant awarded to a Riverton business that is renovating a historic building into a combined winery, fly‑shop and event space.

Applicant John Cox told the commission the project has incurred unexpected delays while obtaining architectural and state plan reviews and city permits. Cox reported the applicant had used a substantial portion of the awarded funds on plumbing, concrete and other interior work and said power and other permit‑driven items remain to be completed. He said additional private financing would be used to finish construction and that the applicant expects to open in early 2026.

Commissioners discussed accountability and public expectations for Move funding. One commissioner expressed concern that applicants should anticipate schedule and cost risks in advance and said project sponsors must be more accountable when public funds are awarded. Cox acknowledged the concerns, said permit timing had been the primary constraint and asked for more time; he also agreed to provide monthly progress updates and invoices.

After discussion, the board approved a six‑month extension; the county attorney’s office will draft the contract amendment. The applicant and staff will provide monthly progress reports to commissioners, including invoices and contractor quotes.
