Fremont County OKs up to $15,000 in ARPA funds for Bannocks annex parking improvements

Fremont County commissioners on Tuesday approved using up to $15,000 in American Rescue Plan Act (ARPA) funds to pay for contracted hauling to expand parking at the Bannocks annex on Gasser Road.
The move came after Julian Allen told the commissioners crews had located material suitable for the lot’s base and asked the county to pay trucking costs to move it. “He believes that if we've approved up to 15,000, of that of those funds, that that would get us a really good start,” Allen said during public comment.
The county treasurer, identified in the meeting as Treasurer Anderson, confirmed there was roughly $33,000 remaining in the annex ARPA allocation. Commissioners said they were willing to allocate up to $15,000 to permit hauling and initial site work but insisted formal bids or at least documented quotes be collected before the county issues payment.
Commissioner discussion stressed two points: (1) this payment should be limited to hauling and initial repairs so it counts as “repairs to the facility” under the county’s ARPA reporting, and (2) the county should follow its usual procurement steps. A commissioner said, “If you would go out and at least get quotes, this is a sizable thing,” and directed staff to solicit multiple bids or quotes from local contract haulers.
County staff said the usual approach would be to authorize the funding now and return to the board with the bid award for formal approval; the commissioners approved the allocation and asked staff to post the opportunity and collect quotes to ensure a fair process.
The board also discussed materials: county staff said some of the base would come from salvaged material at the Sunset Arena and additional reclaimed asphalt millings offered by the City of Riverton; work would include a fabric layer where recommended. Commissioners noted that more work and funding could follow but limited the current authorization to hauling and the initial base work described at the meeting.
The motion to approve the allocation passed with a standard aye vote.
