Fremont County commissioners adopted Resolution 2025-06 (Budget Amendment No. 1) on May 24, approving several intra-year budget adjustments funded from county cash reserves.
The decision matters because it reallocates reserve funds to cover shortfalls in specific departments, funds statutory medical claims, and advertises a pass-through grant — steps that affect the county’s FY24–25 spending plan and available reserves.
County staff said the cash-reserve set-aside for SOC adjustments was $300,000 and proposed transfers to departments that reported shortages following state salary (SOC) adjustments. The advertised and discussed transfers included: Extension (estimate $6,216), Emergency Management ($12,057), Planning ($9,571), County Coroner SOCs ($3,108), Dispatch Center ($38,003.16). Staff also proposed an additional statutory medical estimate of $50,000 for forthcoming Title 25 claims and advertised anticipated TANF pass-through revenue of $7,000.
During the discussion commissioners agreed to increase a contingency infusion (referred to in the meeting as the “Lehi” or similar reserve infusion) from the earlier amount to $100,000 to ensure available funds for large pending bills. A motion to adopt Resolution 2025-06 was moved and seconded and passed by voice vote.
The board directed staff to make the specified budget adjustments and to present any items that exceed the newly set $50 cap to the board for prior contact. The resolution passed and will be implemented through county accounting and finance procedures.
