Mesquite council approves multiple RTC‑funded roadway projects and related interlocal agreements

The Mesquite City Council on Aug. 26 approved several resolutions to accept interlocal funding and supplemental agreements with regional agencies for local roadway and drainage work. Travis Anderson, city project engineer, told the council the Levitt Lane and Hafen Lane corridor work includes a box culvert funded through the Clark County Regional Flood Control District and roadway/street-light elements funded through the Regional Transportation Commission (RTC). Anderson said the culvert interlocal agreement (resolution R25-031) covers the box culvert construction; the project is out to bid Sept. 9 with a recommended notice of award to be brought to the Sept. 23 council meeting. Councilwoman Fielding moved approval of R25-031; Councilwoman Gallo seconded and the motion passed. The council also approved resolution R25-028 for interlocal contract 3227 with RTC to construct Mesquite Boulevard and Sand Hill Boulevard ADA improvements. Councilman Ennis moved the measure and Councilman Wanless seconded; the motion passed. A supplemental interlocal (R25-029 / supplemental #2 to interlocal 1312) was approved to add additional RTC funding and pay for additional design and bid-finalization work for Levitt Lane and Hafen Lane. The council approved resolution R25-030 to accept supplemental funding for the Mesquite Boulevard and Sand Hill mill-and-overlay (interlocal 3205, supplemental #1). Anderson said the mill-and-overlay work is bid on Sept. 16 with award to be considered Sept. 23. He described start/stop limits: Mesquite Boulevard work runs between the NDOT maintenance boundary near the Casablanca roundabout and around Exit 120 and will be bid and largely performed as a night‑work project; the city enforces a five‑year no‑cut moratorium to limit follow‑up utility cuts, although emergency repairs will still be allowed. Council members asked about sequencing, whether culvert and roadway would be bid together (Anderson said they will be bid as one contract but tabulated), timing and temporary traffic controls. Each resolution passed by council vote; no council member raised objections during the public votes.
