The policy committee approved Aug. 27 revisions to policy JBCC (student assignment) establishing a transfer contract and disciplinary/attendance probation rules for students placed at alternative or transfer sites. Under the contract language approved by the committee, students who are transferred because of attendance (including truancy) or for a discipline-related placement will be placed on probation for the remainder of the semester. If the student satisfies probationary conditions, they may remain at the transfer site for the next year; if they violate probation, they will be returned to their home-based school the following year. The policy ties the disciplinary review process to the district’s Disciplinary Review Committee (DRC) and lays out a path for administrative review and possible board appeal for contested placement decisions. Committee members also discussed funding and staffing implications, and administrators said that state funding follows the student to the district but that staff allocations are made at the start of the school year and are not typically shifted for one or two students; schools may request additional staff if enrollment changes materially. The motion to adopt was moved by Mister Duncan and seconded by Miss Dominguez; the committee voted to approve the revisions.
