Summary
The board approved creation of an additional Parents as Teachers caseworker position funded entirely by a $160,000 grant from Russell Child Development Center to support home visiting and early childhood services; the position will serve about 20 families per caseload and cost is covered by the grant.
USD 443 approved the creation of an additional Parents as Teachers caseworker position supported by grant funds from the Russell Child Development Center during the Sept. 8, 2025 board meeting. District staff told the board the district previously received a $160,000 grant and that funds from that grant will cover the salary, benefits, training and program materials for the new position.
District staff explained the Parents as Teachers model provides home visiting and developmentally appropriate curriculum for families. Each caseworker carries a caseload of roughly 20 families and follows a curriculum intended to support parents as the children’s first teachers and to prepare children for kindergarten. The board approved the position by unanimous vote; no additional district general-fund allocation was requested because the grant covers costs.
Administrators said the role will be housed with Bridal Beginnings and will continue to support maternal, infant and early childhood home visiting models already in place. The board recorded no further conditions on the position beyond standard hiring and grant reporting requirements.
