Derby board reviews multiple policy updates tied to new state laws and meeting procedures

Bohati said the district revised its public-records policy to reflect changes in House Bill 2134 about what fees agencies may charge for copies and updated an employee-whistleblower policy to comply with House Bill 2160’s Kansas Municipal Employee Whistleblower Act, which requires districts to post relevant procedures. She said a new policy on enrolling military students (JBCD) implements a state requirement allowing early enrollment for students whose guardians will be stationed in Kansas and waives proof-of-address for such enrollments.
“Live streaming is still optional, but if you start it, you have to show the whole meeting,” Bohati said when discussing revisions to media and meeting procedures. Policy changes also clarify that recording or live-streaming public parts of board meetings is permissible, and the visitor policy was updated to reflect a state provision about off-duty law-enforcement officers showing identification when entering a school building. The board’s complaints policy was adjusted to allow the board discretion about whether to investigate complaints about the superintendent.
Board members discussed visitor identification and privacy concerns for off-duty officers and noted the policy language requires officers to identify themselves; administrators said they would not admit a visitor without knowing the person’s identity and purpose.
