The Livingston Parish Planning and Zoning Commission voted Sept. 4 to approve case 25‑1235, rezoning a parcel on Old Louisiana Highway 16 from a mix of C‑1 and AG to R‑2. The applicant, Brian Fontenot, told the commission he sought rezoning to correct what he said was an error that left part of a single property classified under C‑1 while surrounding parcels are residential.
Fontenot presented traffic counts and maps to argue that his property is surrounded by R‑2 neighborhoods and that the parish’s master‑plan materials were inconsistent; he said the parcel does not meet the parish code definition for light commercial and asked for R‑2. Fontenot also noted a DEMCO substation on a portion of the property and said the site had historical flood impact in 2016.
Residents and neighbors testified, with one neighbor saying parts of the property have been in the same family for more than a century and asking for clarification on the map corrections. Planning staff acknowledged that the master‑plan maps had been revised during the consultant process and that some map displays shown at public meetings differed; staff said the zoning map cleanup and rezoning process is intended to address such inconsistencies. Staff and a commissioner described how any future development would require platting and permitting work and that floodplain or elevation mitigation would be addressed in those later steps.
After discussion, a commissioner moved to approve the rezoning to R‑2; the motion carried with five votes in favor, three opposing votes and one abstention. Planning staff will forward the recommendation to the council and applicants were advised to coordinate with planning on any platting, flood‑mitigation or permitting matters before development.
