The Livingston Parish zoning commission voted to approve Case 25-31, changing zoning in the Tall Pine subdivision (LA Highway 63) from C-1 to R-2. The approval was made after commissioners and staff discussed whether the change should be R-1.5 or conditional zoning and how to handle existing mobile homes and lot-size issues.
Planning staff said the subdivision contains small recorded lots (about 0.18–0.2 acres), four existing houses, one duplex and nine vacant lots. Staff and commissioners discussed that R-2 would fit the existing lot sizes better than R-1.5 (which is not active) and that mobile homes had been present historically on some lots. Planning Director Didi (identified in the meeting record) explained that because the subdivision is platted, has utilities and past mobile-home occupancy, the department can handle some nonconforming/mobile-home allowances administratively; if not, the parish could process a nonconforming waiver.
Commissioners sought to avoid creating a precedent of frequent nonconforming waivers across the parish. Commissioner Clemons and others suggested obtaining a development agreement or administrative nonconforming determination to preserve lot configurations and allow lending and sales. After discussion, the commission approved the rezoning by recorded vote (unanimous among present members who voted). Planning staff said an administrative nonconforming determination could allow mobile homes on lots with prior mobile‑home use and existing utilities, avoiding broader changes to lot sizes across the parish.
The motion to recommend rezoning to R-2 passed; the commission's recommendation will go to the parish council for final action.
