Scope and method: Love told the board the project will rely primarily on horizontal directional drilling to avoid cutting paved roads and trails; where pavement is cut the contract requires reclaim and repair work by the contractor. The budgeted amount in the 2025 capital plan was $1,500,000; the lowest responsive bidder was Pratt Construction at $1,408,006. Staff recommended and the board approved adding a commonly used construction contingency (the presentation referenced a 10% contingency) as part of project authorization.
Board discussion: Directors asked about pavement cuts, duration and subcontractor qualifications; staff said procurement reviewed qualifications and that a 90‑day contract term was expected. The board also asked who reviewed the statement of qualifications for subcontractors and about schedule; procurement and deputy director explained procurement oversight and a 90‑day period for completion.
Formal action: The board moved and seconded the resolution awarding the IFB to Pratt Construction (lowest responsive bidder) and the motion carried on voice vote.
Next steps: Staff will finalize the contract with Pratt Construction, issue a notice to proceed, and oversee construction and required trail/pavement restoration work. The board was told the contingency might not be fully used.
