Board told Cyclone Trail well line bid came under budget; staff to ask for 10% contingency

Kevin (Utilities) briefed the board on the Cyclone Trail well line replacement, a project to replace a nonpotable line so the district can use well water for irrigation at the golf course, civic center and Loveland Park. He said the district’s 2025 budgeted amount for the project was $1,500,000 and that the lowest bid came in at $1,408,686; staff proposed adding a 10% contingency (about $140,860) for the contract.
Kevin confirmed the contingency would place the contract sum slightly over the $1.5 million budget if the contingency were fully used. “If we use the 10% contingency, it would be over the 1.5,” he said, but added that the contingency is a not‑to‑spend guarantee—funds would only be used as needed. The contingency request is for board approval as part of the contract authorization, staff said.
Board members asked operational questions. The project will repair a pump and install additional nonpotable piping; Kevin said the golf course pays for the water it uses. A director asked about metered rates and whether the well would supplant surface water deliveries; staff said the well would reduce the district’s use of raw surface water and so provide operational advantages.
Staff said they will present a resolution to award the contract and the contingency to the board on Monday for formal action. No vote was recorded in the work session.
