PUEBLO WEST, Colo. — Christian Hein, district manager, presented a letter of intent Aug. 25 from Red Moon Development & Construction Inc. proposing to buy roughly 30.66 acres made up of 27 district parcels on the south side of a block in Pueblo West.
Hein said the LOI covers a first phase of about 100 homes and contemplates a second phase of another 100 homes on the north side. He described the proposed product as small single-family rental homes of about 1,400 square feet with 3–4 bedrooms on roughly 5,000-square-foot lots; the proposal would provide common-area amenities such as a pool, fitness center and walking trails, with property maintenance handled by a management company. Hein said the offered purchase price for phase 1 was $194,375.
Why it matters: the project would change ownership of district parcels and add a concentrated rental community potentially affecting water demand, sewer planning, drainage and future district services.
Hein said Red Moon intends to vacate internal lot lines and recognized that the developer knows it will need to bring in water and coordinate with the district on infrastructure. Board members asked whether the zoning would need to change; staff said parcels are zoned R-4 and R-5 and no rezoning appeared necessary for the concept as presented. Hein said the company had been referred by Pueblo County planning staff and had previous multi‑million-dollar work in other jurisdictions; the developer had done site visits and will follow the district’s Sketch Plan Review process.
Questions from the board included where drainage would be handled and how much water the project would require; Hein said water demand had not been quantified and the developer would coordinate with district departments during conceptual engineering. Board members discussed using executive session to provide negotiating direction; staff noted an executive session item later on the agenda to discuss negotiation strategy.
