Council approves slip-lining project for sewer lines on Front Street and Stonecrest using cooperative bid

The council approved proceeding with slip-lining and cured-in-place pipe (CIPP) work on the sanitary sewer on Front Street and a sewer on Stonecrest, awarding work under a cooperative pricing arrangement that allowed VISU Sewer to offer a lower price than other bids. Kevin, speaking for water/wastewater, said VISU Sewer offered a lower price through a cooperative agreement formed after that vendor won a competitive bid in Fulton and extended the same pricing to participating communities. The cooperative price agreement, he said, will be good for two years. Kevin said the work came in substantially below the $500,000 budgeted line item because the city had diverted half-cent sales tax funds into the project and because VISU's cooperative pricing produced savings. He said staff will use the cost savings to expand next year’s slip-lining work. On testing and targeting repair locations, Kevin said the city is contracting with a company (Duke’s) that performs targeted testing using ‘‘eye trackers’’ (sonic testers) and that the city is running an apprenticeship program with the Missouri Rural Water Association; two employees are in the apprenticeship and the program uses the fire training ground for practical training. Council moved the item forward by voice vote; staff said they will proceed with the contract and continue planning additional lining and targeted testing.
