Council approves sending final payment requests and budget amendments for Mainstage roof to full council

At the Sept. 2 workshop, staff asked the committee to forward final payment requests and budget amendments tied to Mainstage roof repairs and change orders. The committee voted to send the requests to the full council and to forward budget amendments that would use fair proceeds to cover additional costs.

Staff described several change orders. Cochran’s final pay request covered engineering and inspection fees and extra field testing because posts were difficult to install. SCE, Inc.’s final payment included four change orders: extending electrical conduit to the exterior where conduit was not shown on drawings, additional wall framing infill, and a staff-requested widening of the sidewalk in front of the stage by two feet to ease access during events and improve security circulation.

Staff proposed using fair proceeds — funds paid under the lease by the fair (the transcript cites $36,842.61 paid in 2024) — to cover the change orders rather than the general operating budget. The committee voted to send the Cochran final pay request and the budget amendment to council (motion to send Cochran: motion by Briggs; second by Hopemar; voice vote in favor), and later voted to send SCE’s budget amendment to council (motion by Papsil; second by Griggs; voice vote in favor). Committee members indicated the final payment items would appear on the upcoming council agenda for formal approval and payment.

No additional capital appropriation beyond the requested budget amendments was adopted at the workshop; the committee’s actions were to forward the final requests and amendments to the full council for formal approval.
