Wheeler public works outlines bathroom, water and paving projects; bids close for Fourth‑and‑Rose paving

City public works staff and contracted engineers updated the Wheeler City Council on a package of infrastructure projects in the coming months, including park restrooms, water‑system improvements, flood mitigation design and a paving contract solicitation.
Waterfront Park restroom and restaurant: staff reported the Waterfront Park restroom project and the waterfront restaurant foundation work were under way. A construction schedule in the council packet shows slab work, framing and exterior finishing through July, with interior finishes and occupancy anticipated in September for the restrooms. Staff said the waterfront restaurant foundation forming began June 8 and a project schedule was included in the packet.
Wheeler water system improvement project: the city’s consultant has completed about 80% of design work for the water distribution improvements. The engineering firm planned to submit final plans to Business Oregon and the Oregon Health Authority Drinking Water program by June 21 and to advertise bids in July; staff still anticipates construction beginning in late summer.
Dravet Creek flood mitigation: staff reported Civil West (engineer) would submit a proposal for Phase 1 design and permitting shortly; much of the 2022 preliminary engineering work is on file and the city said it will bring a contract or formal motion to council for design‑engagement in July or a special meeting if needed.
Fourth and Rose Street paving: the Fourth and Rose Street paving project under the ODOT Small Cities Allotment was advertised and bids are scheduled to close at 2 p.m. on June 19; staff intends to award the lowest responsive bidder and complete work in the fall paving season.
Other work: staff reported ongoing small patch paving, culvert replacement and spot water‑line repairs. The city will publish the annual consumer confidence water‑quality report to customers this month, and Kermit Cloud/consultant memos provided project schedules and details for council review.
No votes were taken on project contracts at the meeting; council was advised that some projects will require a future formal motion or special meeting when final proposals arrive.
