Community services reports: community center bid issued, Shadow Hill renovations to start, teen center reopened

City staff told the Spark Committee that bids for the new community center are due Oct. 29 at 10 a.m., the Shadow Hill renovation project will begin later this month, the teen center reopened Aug. 20 and free swim days at the Santee Aquatic Center drew about 100 attendees per day.
City community services staff updated the Spark Committee on Sept. 3 about several capital and programmatic items: a community center construction bid, a scheduled park renovation, recreation programming and a reopened teen center.
Staff said the community center bid was issued and that bids are due Oct. 29 at 10 a.m. The staff projection for construction duration is about 18 months; staff said that, if the schedule holds, a ribbon-cutting would occur around November 2027. Staff did not present a formal contract award at the meeting.
Community services staff (identified in the meeting as Nick) said the Shadow Hill renovation project will begin “on the 22nd of this month” and that playground, irrigation and court-resurfacing work will be coordinated to reduce public disruption; courts resurfacing is scheduled for October and staff are planning a ribbon-cutting in mid- to late November.
Staff also reported that the teen center reopened on Aug. 20. The Parks and Recreation team ran multiple free swim days at the Santee Aquatic Center, which is operated by the YMCA; staff estimated about 100 attendees per free swim day and said there were three to four such free-swim days this summer.
Staff pointed committee members to the interactive fall recreation brochure on santirec.com and noted that the upcoming Movie in the Park screening of the 1939 The Wizard of Oz will be held Sept. 20 at Town Center Park East with family activities from 4 p.m. until about 9 p.m. and the film beginning at dark.
There was no formal action on these items at the Sept. 3 meeting; staff said they will return with bid evaluations and post-project communications as milestones are reached.
