The McFarland City Council approved a professional services agreement with KW Investigations to provide on-call background and investigative services. City staff said the contract is intended to supplement the city’s primary investigator, Martin, Paris and Mullins Investigations, and to provide capacity and a faster response for urgent or sensitive matters. Serena McKeown told the council KW Investigations’ lead, Kenny Williams, brings experience and “a full understanding of our policies and procedures, which allows him to provide immediate support without the learning curve other consultants would face.” Vice Mayor Cano moved to approve the agreement; Councilman Perez seconded. A roll-call vote was unanimous. Staff said the arrangement is meant to free internal staff to focus on operations and to give the city an additional vetted resource when background or disciplinary investigations are needed.
