On the regular agenda the council unanimously approved a supplemental budget ordinance to hire an outside consultant to update the library’s strategic plan and to purchase additional physical collection items. Amy Phillips, representing the library, told council the current library strategic plan expires in December and staff need a three‑year operational plan to guide services until the city adopts an updated citywide strategic plan. The ordinance passed on first reading with an 8–0 vote.
Speakers at the proclamation ceremony included Lieutenant Heather Moore of the Loveland Police Department, who noted the department’s 22% sworn female representation and thanked council for recognizing National Police Women’s Day. Library staff invited residents to anniversary events and described programs that highlight the library’s role as a community resource for literacy, job assistance and technology access.
