BROOMFIELD, Colo. — On Aug. 12 the City and County Council advanced on first reading an ordinance (No. 2272) that transfers licensing authority for individual trash haulers operating in Broomfield from the council to the city and county clerk’s office.
City Clerk Crystal Clemons explained the change is administrative: it affects separate municipal licenses for independent haulers (separate from the city’s contract with Waste Connections) and is intended to streamline processing. The ordinance also moves revocation authority and allows the city manager or designee to set fees administratively rather than fixing the specific fee amount in municipal code. The second reading and public hearing on the ordinance will be held Sept. 9.
Key points: The city currently licenses 17 trash haulers that provide residential, commercial and roll-off services. Staff said the change is intended to speed routine licensing decisions and to modernize fee-setting through administrative action while preserving council oversight through the licensing framework. Council voted in favor of the first reading unanimously (9–0).
Next steps: The ordinance returns for second reading and a public hearing on Sept. 9, when council will consider final adoption and a published fee schedule if prepared beforehand.
