The Planning and Zoning Commission on June 9 approved a preliminary plat and a rezoning for 509 and 511 West Second Street that will allow a 0 lot line configuration and straighten an irregular lot line.
Sarah (staff member) explained the two items together, saying the site is currently in an R-2 overlay that can accommodate two-family structures but that a 0 lot line development requires R-1C zoning. "The current zoning district is the R-2 overlay, and that's fine for 2 family. But to do the 0 lot line, it needs to be R-1C," she said, noting adjacent properties to the north are already R-1C.
Sarah said the subdivision had been intended to form a condo association that never materialized, complicating the sale of half-lots under R-2 rules and increasing insurance and lending costs. She told the commission the Board of Adjustment had approved a lot-size variance for one of the lots (511) that reduces a small shortfall — she described it as about 163 square feet — and that the preliminary plat and rezoning would "clean this up" for the property owners. The plat will include a note regarding shared water and sewer responsibilities if the properties share a sewer line.
Mark Crankenberg, identifying himself as with Downtown Washington, said his firm prepared the plat and asked the commission for approval. "We do have the note on there if you look at note number 4 about the water and sewer. So we're just asking for approval here," he said, and added that insurance rates and loan terms improve with the change.
A board member stated a need to abstain from one of the votes; the transcript records that abstention but does not attach a name. The commission voted to approve the preliminary plat and then the rezoning; the chair called the votes "Aye" and recorded the motions as moved.
With the approvals, staff said the applicants can proceed toward final platting and any required administrative steps to record the lot configuration and zoning change.
