Staff explained that, unlike existing mutual-aid agreements for fire and police, a countywide agreement for emergency management services had not previously been in place. "What this is is this is a mutual aid agreement for emergency management services that we found was never in place," a staff member said, referencing needs observed after “March 14 when the tornadoes hit.” The staff member described possible shared resources such as building inspectors, street crews, dump trucks and backhoes, and the use of alternate facilities for incident command posts or emergency operations centers.
Council moved the mutual-aid agreement forward. A motion to move the agreement on to the governing council was made and seconded; the presiding officer called for those in favor and recorded the ayes. The motion passed at the workshop.
The workshop record does not include the final text of the mutual-aid agreement, any dollar amounts, or details about liability or cost-recovery mechanisms. Staff said the agreement “replaces that” and is countywide; the record indicates it will formalize requests for personnel and equipment across municipalities during emergencies.
The item will return to the governing council for formal approval, which will be required before the agreement becomes effective.
