The city had received a Local Government Grant from the Oregon Parks and Recreation Department for restroom revitalization at Mingus Park. Staff reported the total project cost is about $572,441 with the city contributing roughly $230,000 in match. At the time of the grant application, a fiberglass prefabricated restroom was estimated at about $250,000; staff later received a new quote of approximately $290,000 and a 10–12 month lead time.
To reduce lead time and control cost, staff recommended switching to a CMU predesigned restroom with an installed cost of about $250,000, a 4–6 month lead time, and on‑site construction that would be completed in roughly 45 days once delivered. Utilities installation to the unit was estimated at $35,000. Staff also proposed spending about $67,000 on standardized spare fixtures for both the new Mingus Pond restroom and the remodeled ball‑field restroom; the grantor approved the change and Parks Commission recommended moving forward.
Councilor Kelsall moved to approve the Parks Commission’s recommendation to purchase the CMU restroom, perform site work and buy spare fixtures for an amount not to exceed $352,000; the motion was seconded and carried without recorded opposition. Staff said the change does not increase the overall grant budget and that the grantor has approved the substitution.
Councilors asked about hours and locking; staff said restrooms could be locked on park hours and opened and closed by staff or volunteers in the same pattern used for other park restrooms. The project schedule and procurement will proceed under the awarded grant terms.
