City Council adopts Economic Opportunity Analysis, amends zoning and comprehensive plan

The Monmouth City Council adopted Ordinance No. 14 20 on July 15, approving the City of Monmouth’s Economic Opportunity Analysis dated May 2025 and amending Title 18 of the Monmouth City Code and the comprehensive plan’s land use and economic elements. The change, approved on second reading, updates the city’s guidance for commercial and industrial development, identifies land for employment uses and modifies zoning provisions tied to those goals. Councilor Oberst moved adoption and Councilor McKeel seconded; the ordinance passed on a 5-0 roll call vote. City Planner Carter Craig, who presented the ordinance at the second reading, said the analysis and related code changes reflect work from the planning commission and staff and are “the last checkpoint here before adoption.” He told councilors the analysis is data-driven and timed to support future economic development opportunities. Councilors stressed the plan’s role in preparing for potential land swaps and future employment land needs. Councilor Kerrey said the analysis is part of the land use planning process required in Oregon and “looks at what kind of employment, what kind of industry, what kind of commerce we think we might need.” The ordinance record shows the planning commission participated in multiple reviews and the council reviewed the package several times prior to the vote. The motion as introduced read: “I would move to adopt Ordinance number 14 20, an ordinance adopting the City of Monmouth’s Economic Opportunity Analysis dated May 2025, amending Title 18 of the Monmouth City Code and the comprehensive plan relating to the zoning ordinance land use and economic elements and repealing prior and conflicting ordinances.” The council took no additional policy actions tied to immediate rezones or parcel-level approvals at the meeting; the adoption updates the city’s policy framework for future development review and staff implementation. Councilors present for the vote were Councilor Oberst, Councilor Kerrey, Councilor Ridgeway, Councilor Belts and Councilor McKeel. The ordinance passed by a recorded vote of 5-0.
