Commission repeals Branson Ridge planned development and recommends mixed commercial‑residential rezoning at 648 Sunrise Drive

On Sept. 2, 2025, the Branson Planning Commission voted unanimously to repeal the Branson Ridge Winery and Marketplace planned development ordinance (2007‑087 / PD‑07‑005) and to recommend rezoning the property at 648 Sunrise Drive to a mix of Community Commercial (CC), Neighborhood Commercial (NC) and Medium Density Residential (MDR).
Planning staff told commissioners the PD revocation satisfies criteria in city code for revoking planned developments and that the property — currently vacant but containing an existing foundation built circa 2006–2008 — is suited to a combination of commercial and residential uses. "Staff recommends approval of this application with one condition, and that is that the approval is contingent upon the approval of the rezoning of the subject property," planning staff (Jennifer) said.
The rezoning application showed a proposed pattern of CC along Highway 65 frontage, transitioning to NC and then MDR toward the Branson Hills Golf Course. Planning staff said buffering requirements and a required L‑2 buffer between MDR and NC will apply. The applicant, represented by Todd Chandler of Great River Engineering, indicated a portion of the site is proposed for a flooring store on the east side of the property.
Neighbor Gary Leach of 159 Yale spoke in support. "We're very excited about the possibility of something real being put there," Leach told the commission, saying neighbors had long watched the parcel and welcomed redevelopment.
Action: The commission approved repeal of ordinance 2007‑087 / PD‑07‑005 and voted 7–0 to recommend rezoning the property to CC, NC and MDR. Staff noted a follow‑up minor subdivision will be required to align parcels with the proposed zoning districts.
What happens next: The commission’s recommendation will be forwarded to the Board of Aldermen for consideration. Approval is conditioned on the rezoning and on completion of a minor subdivision to parcel the property consistent with the new district boundaries.
