The Redmond City Council authorized city staff to begin contract negotiations with Verra Mobility, the scoring committee’s top-ranked vendor for the city’s photo traffic enforcement request for proposals. Lieutenant Curtis Chambers of the Redmond Police Department told the council the RFP was released May 19, three vendors submitted proposals by the June 24 deadline, and the scoring committee met July 15 and recommended Verra Mobility with a total score of 139.48 points.
Chambers said the qualitative evaluation covered experience, staff qualifications, equipment and legal compliance; the cost proposal comprised up to 25 points. He warned the program will increase case filings for the Deschutes County Justice Court and may require additional staff time in the police department to process citations. The next step is to return to council in September with a proposed contract for review.
Council members supported moving to negotiations but asked for more detail before contract approval. One council member asked specifically that future materials include: a clear statement of who owns and controls captured images, limits on secondary uses of images, and independent calibration or verification procedures so the equipment can be trusted. City staff said those items will be addressed during negotiations and would be included in the proposed contract brought back to the council.
The motion to authorize negotiations passed; staff will return with a proposed contract and recommended camera locations, number of systems, and a community awareness plan before any cameras are installed or enforcement begins.
