The Board of Aldermen voted to refer back to city staff a proposed ordinance to readopt procedures for disclosing potential conflicts of interest so the document can be revised for consistent terminology and to ensure it aligns with Missouri Ethics Commission and state statute language.
Hillary, the city clerk, said the ordinance is the biennial readoption required for filing with the Missouri Ethics Commission and that the underlying form filed with the state is called the “personal financial disclosure statement.” Alderman Glenn raised concerns that the draft ordinance used inconsistent terms — “financial interest statements,” “disclosure reports” and “personal financial disclosure statement” — and suggested the language be made consistent and that a paragraph conform to the state‑provided wording regarding filing and public availability.
Legal counsel (addressing the board as city attorney) said staff could add conforming language that the reports comply with state statute and offered to work with the clerk. After discussion, Glenn moved to refer the ordinance back to city administration for revision and resubmission at the next meeting. The motion passed 5‑1 on a roll call vote with Alderman Denham voting no.
The clerk will coordinate updates with legal counsel and return a revised ordinance for board consideration at the subsequent meeting.
