Staff said the city has a $30,000 forgivable state loan for a PFAS feasibility study; Kennedy Jenks is under contract to perform the study. The amendment adds a list of federal provisions (exhibit D) the state required be inserted into the city’s contract with the consultant. City legal counsel confirmed the contractor had agreed to comply with the added federal provisions when they applied.
Councilors discussed that the study contract and the amendment are administrative steps tied to a two-year grant timeline; staff said Kennedy Jenks had begun work under the original contract and that the city could later apply for a second grant to implement the study recommendations. A councilor moved to authorize the city administrator to execute Amendment No. 1; the motion was seconded and approved by voice vote.
The amendment is intended to keep the city’s contract compliant with the state’s grant requirements and maintain eligibility for the forgivable loan tied to the PFAS feasibility study.
