Board postpones Downtown Branson CID extension after CID counsel withdraws renewal request

Solon, a city staff member, told the board the CID’s counsel sent notice that it planned to withdraw the request to extend the CID while the CID’s board explores whether to expand its scope beyond transportation-related uses. Solon said the CID also sent a resolution repealing its prior extension request and indicated it intended to hold a public meeting with downtown business owners and property owners to discuss next steps.
Alderman Schultz asked whether the CID’s decision to repeal the extension request affected a separate contribution of $200,000 toward a downtown streetscape project. Solon confirmed the $200,000 contribution “was is still in effect and they're still willing and they and wanting to do that.” The staff report noted the downtown CID’s current petition restricts collection and use of CID funds to transportation-related projects; expanding the CID’s scope would require amending the petition or creating a new CID.
The board approved a motion to postpone bill 65-28 indefinitely by roll-call vote 4-0. City staff told aldermen that if the CID does not renew before 2026 and has no outstanding liabilities, it would cease to exist under current terms.
Aldermen discussed next steps and said the city should be included in the CID’s public meetings so the board could prepare term-sheet guidance in advance. One alderman suggested the city prepare a term sheet similar to prior CID negotiations to clarify the city’s expectations before any petition amendment or renewal returns to the board.
The postponement means the council will not act on the extension while the CID considers whether to expand its authority; the $200,000 streetscape contribution previously discussed remains in effect per staff remarks.
