City staff and the city engineer’s representative briefed council on the Ninth Street local improvement district (LID) work and the next steps needed to adopt assessments.
Staff said most construction work tied to the Ninth Street LID is complete and that the next procedural step is for the city engineer to tally final costs, prepare the assessment roll and present an ordinance for council adoption to impose the costs against benefited properties. The engineer explained the process: total project costs are tabulated, costs allocated to properties per the LID resolution, an ordinance is prepared showing each property’s assessment and payment options, and property owners are then notified and may ask to pay by installments.
Council and staff discussed that some work — including asphalt work around Alder Street and certain punch list items — remains and may affect final costs. Staff said they will contact the city engineer, confirm outstanding items, and return with a briefing and an ordinance when the final cost report is ready.
Staff emphasized that one of the two related LIDs (Alder and Otter Street) involves areas inside the urban renewal area; costs for sections embedded in the urban renewal area are handled differently. No vote or ordinance was adopted at the work session; staff will follow up with the engineer and return with a final cost assessment for council action.
