Dundee council adopts interim hiring standards, authorizes mayor to negotiate with Brandon Hamilton

The Dundee City Council on Aug. 19 adopted a resolution setting hiring standards and criteria for an interim city administrator and later authorized the mayor to negotiate terms with Brandon Hamilton and appoint him to the interim post.
The council approved Resolution No. 2025-15, which the city attorney, Ashley, summarized as establishing preferred qualifications including a minimum of 10 years in municipal leadership or public agency management, familiarity with Oregon municipalities (preferably Yamhill County), budgetary and administrative experience, effective public communication, and traits such as integrity, cultural competency and flexibility.
Councilors moved to use the resolution to allow an executive session to review applicants. Ashley told the council the resolution’s purpose was to enable the council to go into executive session to discuss applications and “then move to open session to discuss the next steps.”
After the executive session, a councilor moved to "authorize the mayor to negotiate terms and compensation with Brandon Hamilton to serve as interim city administrator and return to city council to present these terms and appoint Brandon Hamilton as the interim city administrator." The motion was seconded and carried; the meeting record states the motion passed and Brandon Hamilton was congratulated by the council.
The council discussed that no decision would be made inside executive session and that any terms would be presented back in open session for final action. The motion recorded in open session authorized the mayor to negotiate and to return to council with terms before finalizing the appointment.
The council did not record individual roll-call votes in the transcript; minutes indicate the motions passed by voice vote with unanimous approval.
The action followed earlier authority given at an Aug. 5 meeting to the mayor and two councilors to gather additional information for the recruitment process after the originally proposed firm was no longer available to manage it. The resolution and subsequent appointment are administrative actions intended to fill the city administrator vacancy on an interim basis while the council continues recruitment and related processes.
