Council sets public hearing, initiates annexation of 1320 Thomas Road

The Medford City Council on Aug. 20 voted to initiate annexation of a single developed parcel at 1320 Thomas Road and set a public hearing for Sept. 17, 2025. The council approved Council Bill 2025-71 by unanimous roll call. The resolution begins the city process to annex approximately 0.58 gross acres south of Stewart Avenue and west of Lozier Lane. City staff said the county zoning designation of RR-2.5 (rural residential, 2.5-acre minimum) would change to the city's S-400 single-family residential zone, and the property would be removed from Rural Fire Protection District No. 2. Councilor Kevin Stein moved the measure; Council President Nick Card seconded. The roll call recorded eight yes votes and the motion carried. The annexation starts a public-notice and hearing process: the city will hold a public hearing on Sept. 17, at which nearby property owners and other interested parties may testify before the council makes a final decision. The council did not take final action on zoning or utilities at the Aug. 20 meeting; the resolution merely initiates the annexation procedure and schedules the hearing.
