The Clark County Commission on June 3 conducted a public hearing and adopted an ordinance amending rates and charges at Harry Reid International Airport for Fiscal Year 2026.
Jim Chrisley, senior director for the Clark County Department of Aviation, presented the FY26 airline rates and charges before the board and told commissioners that 2024 was a strong year for the airport but that passenger trends in 2025 were expected to be flat to slightly down, particularly in international travel. "2024 was such a strong year for the airport and the entire economy of the of the art region," Chrisley said, and staff described a projected FY26 passenger estimate of about 57.5 million, down from a record 58.4 million in FY25.
Rosemary (identified in the transcript as an airport staff member supporting the presentation) and department staff explained the FY26 operational budget of $776 million and described an anticipated cost per employee (CPA) of $8.69 for FY26 versus $7.27 previously, driven by slightly lower passenger counts and rising expenses. Staff told the board the proposed rates were reviewed with airlines (the transcript notes the airlines with voting rights reviewed the budget) and that the airlines unanimously approved the airline budget and recommended rates presented to the commission.
A member of the public, Ed Euling, used the public‑hearing comment period to ask how visitor and tourist counts are calculated and to criticize the Las Vegas Convention and Visitors Authority's broader marketing and pricing trends. The airport presenters did not take action in response to those comments during the hearing.
After the hearing, a commissioner moved to approve and authorize the chair to sign the ordinance amending Title 20, Chapter 20.1, Section 20.10.01 of the Clark County Code (airline rents, fees and charges). The motion passed; the ordinance will be numbered and published by title.
Staff thanked airport finance and airline management teams for their work on the budget. The presentation and adoption followed the department's standard process for publishing airline rates and charges for the coming fiscal year.
