City Council adopts updated Hazard Mitigation Plan to preserve grant eligibility

The Laconia City Council voted unanimously on Aug. 25 to adopt the city'025 Hazard Mitigation Plan update, a document staff said is required to maintain eligibility for federal mitigation funding.
Fire and emergency management officials told the council the plan replaces the 2018 document and is intended to meet the five‑year update requirement under federal rules. Chief Joubert said the plan is “an update” of the 2018 plan and is meant to advance emergency preparedness and community resilience. He told the council the document had been revised and that most changes were clerical.
The resolution the council adopted directs city officials named in the mitigation actions to pursue implementation of assigned items; requires annual reporting on mitigation progress to the council by the emergency management director; and adopts the maintenance and revision procedures referenced in 44 C.F.R. 201.6 for five years from the adoption date.
Councilors moved to approve the plan “as amended” and to authorize the seated council to sign the resolution. The motion passed with six votes in the affirmative.
The plan was described in the meeting packet as comprehensive (staff noted an approximately 173‑page document) and includes a list of revisions that staff provided to the clerk for the official record. City staff said updating the plan was necessary to ensure the city remains eligible for state and federal hazard mitigation grant programs.
Ending: Council accepted the updated hazard mitigation plan and charged emergency management staff and the identified officials with implementing and reporting on action items; the signed resolution will be filed with the city clerk and submitted as required to maintain grant eligibility.
