The Planning Commission approved a package of applications — a plan amendment, a zone change from RS‑20 to RS‑2, waivers of development standards, and a tentative map — that would allow a 21‑lot single‑family subdivision on about 2.48 acres east of Edmond Street north of Silverado Ranch Boulevard.
Susan Florian of Taney Engineering presented the tentative map and elevations and said the request reduces lot sizes to allow 21 homes with lot sizes averaging about 3,030 square feet. The proposal includes waivers for lot‑front landscaping width, retaining wall heights tied to site grading, and a reduced intersection offset where control of alignment proved difficult. The developer also requested vacating certain County easements that intersect the site.
Commissioners discussed concerns about density, required off‑site improvements and safety at the proposed street intersection. Commissioner Mohika (commission record) moved to cap the number of dwelling units at 21 and to approve the plan amendment and zone change accordingly. On the waivers and design review the commission required a larger landscape buffer than proposed — increasing the required street‑facing buffer to three feet (instead of the 2.19 feet requested) — and asked the applicant to work with Public Works on the intersection offset waiver to reach a safe engineering solution. The request for a full waiver on the road intersection offset was not approved without further coordination with Public Works.
The motions passed and the items will be forwarded to the Board of County Commissioners for final action on Aug. 6, 2025. Staff noted certain off‑site improvements — including a minimum paving requirement on Raven Avenue for a related application — remain required even when other off‑site waivers were granted.
