Board approves JY Paving site plan waivers and grants conditional approval with landscaping, DES and paving conditions

The Town of Loudon Planning Board on July 17 approved five waiver requests and conditionally approved the site‑development application 25‑13 for JY Paving (Map 20, Lot 101), a small asphalt‑paving company proposing a garage and vehicle parking on a 2.01‑acre lot on Chichester Road.
Tim Bernier of Hoyle Tanner presented the application; project representatives described a 2,000‑square‑foot garage, outside vehicle parking for paving trucks and equipment, minimal lighting limited to downward‑facing fixtures at the garage doors, and an on‑site detention pond sized to retain the 50‑year storm so no post‑construction runoff leaves the site. The applicant asked to consolidate several plan sheets and sought waivers for separate erosion/drainage and stormwater sheets, a separate lighting plan, separate landscaping and utility sheets, and separation of stormwater engineering sheets. The planning board granted the waivers after finding the small scale of the project justified consolidated sheets.
Multiple public commenters expressed concern about visibility from nearby homes and asked for a stronger vegetative buffer; in response the applicant proposed additional landscaping in the front yard — sugar maples and paper birches — and agreed to add four evergreen (white spruce) plantings at the left side of the driveway to provide year‑round screening. The board also asked that a landscaping maintenance note be added to the plans requiring replacement if plantings die.
The board’s conditional approval requires: (1) DES approvals (wetlands and any state permits), (2) an added landscaping note (including maintenance) and the four evergreens on the front left of the driveway, (3) a note that the driveway shall be constructed to town specifications (the board recommended paving the steep 12% portion in phase 1 to control erosion), and (4) inclusion of phasing information on the plans. After a motion by Rodney Phillips and second by Forrest Green, the board voted to approve the application with those conditions.
