Board seeks engineer briefing before accepting Tanya Lane; culvert cover and maintenance plan remain outstanding

After reviewing a packet of engineering comments, the Planning Board on Aug. 21 requested a focused work session with town engineer Chris Raymond to resolve outstanding issues related to Tanya Lane road acceptance and bond reduction requests.
Board members said TEC’s review flagged several items for remediation and questioned whether the existing culvert and pipe cover meet the town’s specifications. “I personally would want 12 inches from top of pipe to bottom of asphalt as the minimum,” one board member said during the discussion. Members noted that the developer’s consultant had relied on manufacturer guidance that permitted shallower cover under limited circumstances, but that the town’s typical flexible‑pavement and RCP specifications measure cover differently and that the town should adopt a consistent standard.
The board also discussed the mechanics of post‑construction stormwater inspection and maintenance. Members suggested the town require an escrow account or a contractual mechanism to pay the town engineer for annual maintenance inspections and to ensure the stormwater facilities remain effective. The board discussed examples from neighboring towns and requested that staff pursue a template inspection/escrow agreement so the board can require an owner to fund regular reports from the town engineer.
Members asked staff to invite Chris Raymond to a Wednesday work session (one of several dates the board proposed) to review the TEC comments, to define a reasonable schedule for maintenance inspections, and to prepare a clear remediation list so the board can make a formal recommendation on bond reduction or roadway acceptance. The goal is to require remediation or a maintenance/escrow mechanism before the town accepts the roadway or reduces the bond.
No roadway acceptance vote was taken. The board instructed staff to coordinate with the town engineer to schedule the work session and to compile a written list of items the developer must correct or fund before acceptance.
Next steps: schedule engineer work session; require applicant to provide evidence of repairs or to establish an escrow or maintenance agreement acceptable to the town engineer; bring recommendations back to the planning board for a formal acceptance or bond‑reduction decision.
