The Clark County Commission on Aug. 20 approved a use permit, design review and certain waivers for a proposed multifamily affordable housing project east of Nellis Boulevard and north of Vegas Valley Drive in Sunrise Manor. Nut graf: The developer, Chelsea Investment, presented a 3.83-acre affordable housing proposal that includes five residential buildings and a clubhouse; the county has provided funding support and staff recommended approval subject to several conditions, including conditions addressing a decorative screen wall and potential repairs to an existing perimeter block wall. Project details and conditions: Jennifer Lasovich, representing the applicant, described a project composed of five residential buildings, a clubhouse and associated access off Nellis Boulevard. She said portions of the east boundary contain utility easements that limit tree planting; to address adjacency the applicant will install a decorative screen wall as close as code allows to the existing perimeter block wall, with the east face color matching the existing wall and the option to add wrought iron where combined wall/retaining heights exceed 8 feet. Lasovich said the applicant agreed to repair or reconstruct a portion of an existing perimeter block wall (APN 16109210014) if the property owner of that parcel provides written consent to allow the repair by May 1, 2026; if consent is not given the applicant is not required to perform repairs. County support and timeline: Ryan Lendergan, representing Chelsea Investment, said Chelsea has been an affordable-housing developer for more than 40 years and expects to break ground by June 2026. He thanked county staff and the County Housing Fund for support and noted the county's recent $3.5 million allocation to the project. Public-works adjustment: Public-works staff asked that county restrictive-covenant conditions be deleted because the applicant will construct full off-site improvements with detached sidewalks; the board accepted that deletion as read into the record. Action: A commissioner moved approval with the additional conditions read into the record, and the motion passed. Ending: With the approvals and clarified conditions, the developer will proceed toward permitting and construction planning; the record ties certain repairs to private property owner consent and sets a May 1, 2026, consent deadline for that repair obligation.
