The Clark County Commission approved a cooperative agreement on Sept. 2 to create the Southern Nevada Council of Governments (COG) with the cities of Boulder City, Henderson, Las Vegas, Mesquite and North Las Vegas. Sammie Rial of Clark County Comprehensive Planning introduced the item and summarized the regional planning history dating to the 1990s and changes to Nevada law in the 2023 legislative session.
Commissioner Steve Jones said the council‑of‑governments model gives the region flexibility to go dormant or to convene around issues such as climate change and housing and to collaborate with other organizations. "We think this is the way to go," Jones said as he moved for approval.
Why it matters: A COG can streamline regional planning and coordination across municipal boundaries on shared policy issues—transportation, water, climate adaptation and housing—and provide a forum for multi‑jurisdictional strategies and grant applications.
Action: The board voted to approve the cooperative agreement and authorized the chair to sign. The measure passed on unanimous vote.
