Planning Department staff told the Clark County Planning Commission at its Sept. 2 briefing that a developer proposes a multifamily senior housing development totaling 363 units on two parcels north and south of the Duck Creek Channel. The project would replace existing quonset structures on part of the site and build three two-story buildings dedicated to senior housing.
The project is accompanied by several waiver requests that would alter current development standards. Staff said the applicant seeks to raise a retaining wall along the channel to 6 feet where the code maximum is 3 feet, to eliminate required EV-capable parking spaces (91 spaces are required), and to reduce the entrance throat depth to 22 feet where 150 feet is normally required. Enterprise Town Board recommended approval and asked that additional trees be planted along the east property line. Staff reported two cards of approval, 13 protest cards and three protest letters were submitted for the item.
Why it matters: a 363-unit senior housing complex and the requested waivers could change neighborhood form and traffic/access patterns near the Duck Creek Channel; the retaining-wall and parking waivers affect site engineering and long-term infrastructure needs.
Details: the site is made up of two parcels bisected by the Duck Creek Channel. Staff described the project as three two-story residential buildings and replacement of manufacturing/storage structures on the lot center. The retaining-wall waiver applies along the channel; the EV-capable parking waiver would remove the code requirement for 91 parking stalls to be pre-wired or otherwise EV-capable; the throat-depth waiver would shorten the minimum vehicle stacking and sight-distance area at the project's entrance from 150 feet to 22 feet. Enterprise Town Board forwarded a recommendation of approval with the condition to add trees along the east property line.
No formal Planning Commission action was taken during the briefing; staff presented the item and summarized public response and town-board recommendation. Any formal review, hearings or votes will occur on the item's public hearing date.
Provenance: Planning Department staff presented the description and waiver requests during the briefing and reported Town Board recommendations and public comment counts.
