Council authorizes $300,000 for water main work tied to East Side Drive bridge rehabilitation

The Concord City Council on Sept. 8 approved a utility agreement with the New Hampshire Department of Transportation and appropriated $300,000 to pay the city's portion of water distribution improvements associated with the East Side Drive bridge rehabilitation.
City staff described the planned work to include a new 16-inch water main through bridge parapets, new 24-inch steel casing piping on each side of the bridge, expansion joints, transition couplings and a temporary 12-inch water main to maintain service during construction. City Manager Walsh said completing the water work while the state replaces the bridge will save the city money and minimize future disruptions.
Water Division Superintendent Marco Fillipon spoke during public comment to explain the work and reassure nearby residents that water service and pressure "will not be interrupted at all" during construction because a temporary water main will maintain service while crews disconnect and replace the existing main.
Councilor Kurtz noted the bridge was one of the state's higher-priority structures for rehabilitation; Walsh and staff said the city is "piggybacking" on the state's bridge contract by executing a utility agreement that obligates the city to pay its share of the water work estimated at $250,000–$300,000.
The council voted to approve the utility agreement and appropriation; staff will execute the utility agreement and coordinate construction sequencing with NHDOT to maintain water service during bridge work.
