Councilman Gallot (recorded in transcript as ‘Glock’) moved to advertise the RFQ; Councilman Jackson seconded. Council discussion clarified that the RFQ step is required by the FRA grant rather than state law; the RFQ will be advertised to satisfy federal grant conditions and position the city to apply for the next funding phase. The motion carried by voice vote.
