CIP advisory committee votes to advance draft plan with edits, sends it to planning board

On Wednesday, July 23, the Capital Improvements Plan Advisory Committee voted to advance the draft Capital Improvements Plan to the Planning Board with the amendments and editorial corrections members identified during the meeting. The committee approved the motion by roll call; committee members present voted in favor and the draft will move forward for the next steps in the town review process.

The committee spent most of the meeting reviewing text and table corrections in the draft, then directed staff to incorporate those edits and circulate a revised version. Camille Pattison, director of community development, told the committee staff would make the listed edits that evening and work to place the plan on the Planning Board work session agenda on the fifth, with the Board hearing the item later in August and two public hearings in September.

Members identified a series of editorial and content clarifications the committee wanted corrected before public release. Staff was asked to standardize a vendor name in the town-hall roof inspection note (transcribed as Melanson company), correct color coding on the debt-schedule table for school renovation years, remove or reword a sentence that said an empty building had been “frequently vandalized” (the committee agreed the record should say it has not been frequently vandalized or to drop the adverb), delete an outdated paragraph about pendant lights in the library that have since been replaced with LEDs, and revise language in the recreation projects section so the recreation department “recommends creating a capital reserve” for a 14-passenger bus with an ADA lift and change singular reference to “program” to plural “programs” where appropriate. Committee members also asked that a line about the committee’s secondary aim be reworded from “reduce the changes” to “reduce fluctuations in the tax rate” or otherwise clarify the intended meaning.

The committee also confirmed updates to committee member role descriptions in the plan text — for example, noting that Paul Bartolomeucci is no longer listed as the Budget Advisory Committee representative and adjusting punctuation for other role lines. Staff indicated it would incorporate those role clarifications before distributing the revised draft.

Formal action: the committee took a roll-call vote to move the draft forward “with the necessary amendments as suggested.” The roll call recorded affirmative votes from Justin, Noah, Rich Elliott, Kathy, Mike Thornton and Paul Bartolomeucci; the motion carried and the draft was approved by the committee to proceed to the Planning Board and subsequent town review steps.

Next steps stated by staff: incorporate edits, present to the Planning Board work session on the fifth, present to the Board on August 25, and hold two public hearings in September. The committee encouraged members who participated in drafting the plan to attend the Planning Board and Board meetings to answer questions if needed.
