Council moves ahead with surveys for park fields; designers’ estimate and next steps draw mixed council response

The Bedford Town Council received an update June 11 on survey work and potential design costs for town ball fields and recreation facilities and agreed to pause further commitments until councilors inspect the sites and the remaining survey work is complete.
Public Works and the town manager told the council the town retained Hoyle Tanner to perform topographic surveys; field work for the Little League complex is complete and the Swenson Road work is expected within weeks. The survey contract totals were described in the meeting: the Little League survey was listed at $7,700 and Swenson at $12,400 (about $20,000 combined). Staff said the survey was the initial step; follow‑on design services and an opinion of cost would be additional amounts: about $19,600 plus $1,900 for an opinion of cost for the Little League design, and $26,400 plus $2,300 for the Swenson design — approximately $50,000 for design and cost‑opinion work if council chooses to proceed.
Council discussion was substantive and split. Some councilors urged moving forward so the town can present an engineered estimate on any future ballot and to address field safety and deterioration concerns; others objected to spending additional design funds now because voters had rejected a related warrant article in March and because the town is operating under budget constraints. Several councilors suggested that, before any further design spending, all councilors visit the fields on their own to form independent judgments; the council agreed to do so and to revisit the item once the remaining survey work is complete and stakeholders have time to review the findings.
Public Works Director Jeff Foote confirmed the survey work is underway and that design firm Hoyle Tanner—who previously worked on Sportsman’s Field—was performing the work. Foote said topographic surveys record existing conditions; engineering analysis or design is the next step and will produce an opinion of probable cost that the council and stakeholders can use when deciding whether to seek a warrant article.
No new appropriation or design contract was approved at the meeting; councilors asked staff to return with survey results and (if requested) engineered designs and cost opinions before the council votes on any further expenditures.
