The Bedford Town Council on June 25 designated Town Manager Rick Sawyer as the town’s authorized representative for purposes of applying for and executing a Clean Water State Revolving Fund (SRF) loan for the Sebbins Pond watershed management plan.
Rick Sawyer told the council the project had already been approved by voters at the 2025 town meeting (Article 5) and that the SRF application is a loan application technicality: the work will be reimbursed in full but the program requires the governing body to formally participate in the application and loan agreement process. The loan is structured as full reimbursement rather than a grant.
Councilor Bill Carter moved to designate the town manager as the authorized representative solely for the loan application and to execute the loan agreement pursuant to the New Hampshire Code of Administrative Rules, Chapter ENV‑WQ 500. Councilor Kathleen Bemis seconded the motion. Council discussion included advice to maintain fiscal oversight of procurement and to ensure the hired consultant stays within scope. The motion passed 7–0.
Staff will proceed with SRF application steps and return materials and contract documents to the council for any procurement actions required under town purchasing rules.
