Planning & Zoning recommends rezoning at Sprigg/Willis area, subdivision plats and an R-4 density increase

The Planning & Zoning Commission reported to the City Council on Aug. 18 that it unanimously recommended approval of three subdivision plats and an amendment to Chapter 30 to raise the maximum density in R-4 districts.

"Plans only met on August 13," the commission representative reported, listing four items: a rezoning request for properties at South Ella Street and South Sprigg Street from R-3 and C-1 to CBD (Central Business District); a Park West Heights Center No. 6 subdivision plat to split one lot into two at 3265 William Street; Mid America Crossing's Fifth subdivision plat splitting a lot at 2517 Veterans Memorial Drive; and an amendment to Chapter 30 changing the maximum density in R-4 from 18 to 20 units per acre.

The commission’s votes, as reported to council, were: the rezoning recommendation approved 7 in favor, none in opposition and 1 abstention; Park West Heights Center No. 6 approved 8–0 subject to staff comments being addressed; Mid America Crossing Fifth plat approved 8–0 subject to staff comments; and the R-4 amendment recommended 8–0 in favor.

The commission representative said the rezoning request concerns property at the corner of South Sprigg Street and Highway 74 and that the amendment modifies the medium-density multifamily residential district in Chapter 30.

These items were presented to council as commission recommendations; the transcript does not show council votes on the rezoning, plats or the R-4 ordinance during the Aug. 18 meeting. Council and staff did not add additional conditions on the record at that time.
