The Cape Girardeau City Council opened a public hearing on Aug. 4 for the city’s 2025–2029 Community Development Block Grant (CDBG) consolidated plan and approved adoption of the plan on the consent agenda.
City staff described the plan as a comprehensive document of roughly 280 pages prepared in partnership with the Porch Initiative and said it is intended to support housing rehabilitation, homebuyer assistance, property acquisition, public infrastructure improvements and collaboration with supportive-service agencies. "This consolidation plan is roughly closer north of 2 80 pages. It's a very, very comprehensive plan put together by Alex and our partners in this, the porch initiative," said Doctor Haskin.
Why it matters: Staff said the CDBG consolidated plan would not require a local match or create a direct cost to the city's general fund and is intended to support eligible services that target low- and moderate-income needs in South Cape. "There is no direct cost to the city. It does not require a local match," a council member said during the hearing.
Council discussion and next steps: Doctor Haskin described the plan as one step in a federal process and said participation and proper documentation can position the city for larger future allocations. "When I started this program in Texarkana over 20 years ago, we were receiving a $170,000. And when I left, we were north of 850,000," Haskin said to illustrate the program's potential if executed well.
Action taken: The council adopted the CDBG consolidated plan by approving the consent agenda. No members of the public spoke during the hearing. City staff said the plan will move forward for federal review and subsequent implementation steps.
