Town requests $30,000 annual deposit to town-hall capital reserve for repairs

Karen Arenberg, chair of the Capital Improvement Program Committee, opened the meeting Monday and introduced Ryan Heath, administration department head, to present a request to fund repairs at Town Hall. “I came back with the same request this year at 30,000, just to, add to the capital reserve for these future projects and needs of the building,” Heath said.
The request asks voters to continue annual deposits of $30,000 into a capital reserve fund (CRF) designated for Town Hall maintenance. Committee members and department staff said the funds would be used for several deferred-maintenance items: repeated roof repairs, plaster and paint work on the first floor, replacement or refurbishment of staff break-room fixtures, and installing a second-floor bathroom by dropping plumbing down into the space above the kitchen.
Why it matters: Town Hall has sustained repeated water and weather damage, and staff said larger projects could require separate warrant articles. Heath told the committee the elevator project is complete and “we're only waiting on the state inspection,” and that the roof has required multiple repairs: “It's the third time it's been repaired… the flashing is compromised” and, in his estimate, a full roof replacement could be “probably gonna be a $100,000, I would think, or at least close to it.”
Committee members pressed for more current cost information before recommending or finalizing warrant language. Roger Sample, who also sits on the Board of Selectmen, said the selectmen see more detailed pricing as projects move forward and recommended the committee request ballpark estimates: “I imagine that we could put together and perhaps we should put together a, a ballpark budget for each of the items that we are listing, to give the board some more confidence.”
The presentation clarified how funds may be used. Heath said the CRF’s purpose is “for maintenance and upkeep of the town hall,” and that the only agents authorized to expend from that CRF are the Board of Selectmen. He also described restrictions on a separate local fund referenced during discussion, noting that the town may only expend interest from that fund rather than its principal: “You can only expend interest.”
Discussion versus decisions: The committee did not take a formal vote to change the warrant wording at the meeting. Members asked administration to provide updated cost estimates for the listed work (plaster/paint, break room repairs, second-floor bathroom) and to bring roof pricing separately, since Heath said a roof replacement would likely require its own warrant article. Heath summarized that the CRF request had been reduced in a prior year from a $60,000 proposal to a $30,000 warrant article after discussions with the board.
Next steps: Committee members asked staff to gather current vendor estimates for the plaster and painting work, break-room repairs and the proposed second-floor bathroom. Heath said some repairs are scheduled to be done around staff availability (for example, timing tax-collector office work to coincide with conference absences) and that the roof will be priced separately. The committee will consider the estimates at upcoming CIP meetings before finalizing recommendations to the warrant.
Ending: Members agreed that putting money into the CRF is meant to prepare for large, intermittent expenses and that more concrete cost estimates will inform whether the committee keeps the $30,000 figure or changes the request before the warrant deadline.
