Colorado Springs — The City Council Tuesday recognized two longtime city employees for their decades of public service: Phyllis Goss, records supervisor in the Police Department, and Brian Cates, parks operations administrator in Parks, Recreation and Cultural Services.
Council read and adopted resolutions honoring Phyllis Goss for 36 years and Brian Cates for 30 years of service. Both employees spoke briefly. Goss described her work as “making a difference in a quiet way” by assisting people who arrived at the police department on their worst day. “It was my great joy,” she said. Cates reflected on a career spent building community programs and partnerships, and said he will become a high school counselor after his retirement.
The council credited Goss with leading National Crime Information Center compliance audits, developing hiring and wellness programs, and mentoring staff. The resolution for Cates cited his leadership of teen programs, trail races supporting community programming, and creation of partnerships recognized by the Colorado Parks and Recreation Association.
Outcomes: Council adopted both resolutions by unanimous voice votes. Council members offered personal remarks thanking each employee and noting the institutional knowledge they provided. Both were invited to join the dais for commemorative photos.
