Lake County committee accepts $32,776 Emergency Solutions Grant to support homeless services data system

The Lake County Health and Community Services Committee on Sept. 2 accepted an Emergency Solutions Grant (ESG) allocation of $32,776 from the Illinois Department of Human Services to offset costs for management of the county’s Homeless Management Information System (HMIS).
Dominic Strezzo explained the ESG funds flow from HUD through the state and that the county is an eligible recipient. “The funds will be used to manager our homeless management information system or HMIS, essentially staff costs. We have a HMIS coordinator on staff and CD, and this will help offset, some of their staffing costs,” Strezzo said.
A committee member confirmed the grant is an annual entitlement, and staff agreed: “It is an entitlement grant. But, yes. Correct.” The motion to accept the grant and authorize an emergency appropriation was moved by Member Kazmiern and seconded by Member Cunningham and approved by voice vote.
Why it matters: HMIS tracks service provision and client data for homelessness response; funding helps sustain staffing for data entry, reporting and coordination with service providers.
Next steps: County staff will accept the grant and add an emergency appropriation of $32,776 to the county’s budget for HMIS administration.
